A composite team of accredited Agricultural Engineers of the DA\u2019s Constructors’ Performance Evaluation System (CPES)\u00a0 evaluated two ongoing DA-funded infrastructure projects in Central Luzon on November 22 to 26, 2021.\u00a0 The process aims to ensure that the approved plans, design, and specifications at a given timeline or schedule are met.<\/p>\n\n\n\n

The CPES is a system which uses a uniform set of criteria that rates the performance of constructors of government infrastructure projects and also develops a centralized database on the performance rating of constructors for licensing, pre-qualification, quality improvement, and other purposes that contributes in ensuring that infrastructure projects conform with the specified requirements of project owners.\u00a0<\/p>\n\n\n\n

The CPES Team from Bureau of Agricultural and Fisheries Engineering (BAFE), DA Regional Field Office V and PCAF evaluated a two-storey, 36-square meter coffee roasting facility in Carranglan, Nueva Ecija, and farm-to-market (FMR) concreting in Brgy. Sto. Ni\u00f1o Tabuan in Arayat, Pampanga. <\/p>\n\n\n\n

Using the National Development Authority (NEDA)-approved CPES checklist, the team assessed the\u00a0 constructors\u2019 workmanship, materials, and timeliness of the said infrastructure projects.<\/p>\n\n\n\n

Both projects passed the team\u2019s evaluation subject to their compliance with the corrective action plan which the team required.  The constructor of the coffee roasting facility garnered a final numerical rating of 94.5% or equivalent to Very Satisfactory qualitative rating. Meanwhile, the concreting of Brgy. Sto. Ni\u00f1o Tabuan FMR got a 91.56% final numerical rating or Very Satisfactory qualitative rating.<\/p>\n\n\n\n

However, the DA-RFO III shall ensure that the constructors of the said projects will submit their Corrective Action Plans (CAP) in writing in response to the Corrective Action Requests (CAR) issued by the evaluation team.
