The 黑料网, in collaboration with DA Regional Field Offices, bureaus, attached agencies, and corporations, successfully facilitated the evaluation of 46 infrastructure projects, helping the Department of Agriculture (DA) in ensuring that they conform with proper standards and required technical specifications. <\/span><\/p>\n

The report was presented during the year-end performance review on December 12 to 14, 2022, which PCAF spearheaded as the Constructors\u2019 Performance Evaluation System (CPES) Implementing Unit of the DA per RA 10601 or the Agricultural and Fisheries Mechanization Law.<\/span><\/p>\n

The positive impact of CPES in the improvement of DA infrastructure projects was recognized by DA Implementing Offices and Regional and Local Agricultural and Fishery Councils (AFCs), as the participation of AFCs in CPES help ensure transparency and improved communication between the DA and its beneficiaries.<\/span><\/p>\n

PCAF has also accredited 43 evaluators and conducted a CPES seminar-workshop with practicum in 2022. <\/span>PCAF has been providing capacity building in terms of CPES-required training and seminars.<\/span><\/p>\n

The CPES year-end performance review participants also discussed the infrastructure projects under the 10-year Philippine Rural Development Program (PRDP), which focuses on filling in the gaps in the local agri-fishery supply chain, leading to greater accessibility, affordability, and availability of food. <\/span><\/p>\n

The following are some of the PRDP infrastructure projects which could be subjected to CPES scrutiny: farm-to-market roads and bridges, post-harvest facilities, production facilities, storage facilities, and market facilities.<\/span><\/p>\n

The Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 or the Government Procurement Reform Act requires all procuring entities implementing government infrastructure projects to evaluate the performance of their contractors using the National Economic and Development Authority (NEDA)-approved Constructors Performance Evaluation System (CPES). | SMA<\/strong><\/span><\/p>\n
