{"id":22865,"date":"2025-09-16T15:51:53","date_gmt":"2025-09-16T07:51:53","guid":{"rendered":"https:\/\/pcaf.da.gov.ph\/?p=22865"},"modified":"2025-09-17T12:38:53","modified_gmt":"2025-09-17T04:38:53","slug":"boosting-agricultural-accountability-pcafs-pmt-activities-reach-western-visayas-and-car","status":"publish","type":"post","link":"https:\/\/pcaf.da.gov.ph\/index.php\/2025\/09\/16\/boosting-agricultural-accountability-pcafs-pmt-activities-reach-western-visayas-and-car\/","title":{"rendered":"Continuing Agricultural Accountability: PCAF&#8217;s 2025 PMT activities cover Western Visayas and CAR"},"content":{"rendered":"<p>In its continued pursuit of transparency and accountability, the 黑料网 conducted Participatory Monitoring and Tracking (PMT) activities across the provinces of Western Visayas and the Cordillera Administrative Region in August this year.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/received_4040160106198036-scaled.jpg\" alt=\"\"><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/20250820_132500-scaled.jpg\" alt=\"\"><\/p>\n<p>These efforts focused on validating the status and progress of the Department of Agriculture (DA)-funded projects implemented in 2023 and 2024, to ensure that DA programs are meeting their intended goals and that public resources are being used responsibly at the local level.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/20250806_153005-scaled.jpg\" alt=\"\"><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/525448877_1926354104853315_1694716728758623301_n.jpg\" alt=\"\"><\/p>\n<p>In Western Visayas, six PMT teams monitored 87 projects across its various provinces from August 4 to 8 while in CAR, four PMT teams monitored 47 projects on August 18 to 22.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/received_763556532869211.jpg\" alt=\"\"><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/received_1179325377569158.jpg\" alt=\"\"><\/p>\n<p>The PMT teams were composed of representatives from the Regional, Provincial, and Municipal Agricultural and Fishery Councils (RAFC, PAFC, and MAFC), who worked closely with local stakeholders to validate project implementation and gather on-the-ground insights.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/IMG_20250805_103723-scaled.jpg\" alt=\"\"><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/IMG_20250807_094050-scaled.jpg\" alt=\"\"><\/p>\n<p>RAFC Chairperson Buen Mondejar, Regional Executive Officer Attorney Rolin Asuncion, and Regional Technical Director Zarlina Cuello, together with the focal persons of the DA banner program, participated in the Western Visayas PMT exit conference held in Iloilo City. PCAF was represented by Planning, Monitoring and Knowledge Management Division Assistant Chief Catherine Viray.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/537199795_1253998856742346_3207326568315031683_n.jpg\" alt=\"\"><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/09\/538018552_1253997150075850_8409449406296199828_n.jpg\" alt=\"\"><\/p>\n<p>Meanwhile, the CAR PMT exit conference was participated in by Regional Executive Director Attorney Jennylyn Dawayan, RAFC Chairperson Ryan Palunan, Planning Monitoring and Evaluation Division (PMED) Chief Susan Balanza, together with the focal persons of DA banner program. The conference was held at the conference hall, DA-Regional Field Office of CAR in Baguio City. Guiller Fermin of the Monitoring and Evaluation Section of the Planning, Monitoring and Knowledge Management Division (PMKMD-MES) represented PCAF.<\/p>\n<p>During both conferences, the PMT teams discussed field findings, identified implementation gaps, and crafted recommendations and action points. Specific responsibilities were assigned to concerned agencies and offices. Findings from field validations were formally presented during exit conferences, which served as a venue for open dialogue and collaborative problem-solving.<\/p>\n<p>These PMT activities underscore PCAF\u2019s commitment to good governance, and accountability in agriculture and fisheries development.
