These activities are designed to generate practical recommendations and identify strategies to support a more resilient and productive livestock sector.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-2.png\" alt=\"\" \/><\/p>\n<p>\u201cThis collaborative approach ensures that the voices of stakeholders on the ground are heard and incorporated into future policies,\u201d NSC on Poultry and Livestock Chairperson Dr. Arnulfo Frontuna noted.<\/p>\n<p>PCAF Executive Director Bernadette De Los Santos emphasized, \u201cThe importance of our task today cannot be overstated. The livestock and poultry industries continue to be pillars of our food security and rural development. Addressing these requires a coherent policy environment supported by strong coordination across all levels of governance.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-3-1-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-4-1-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-5-1-scaled.jpg\" alt=\"\" \/><\/p>\n<p>The opening day highlighted the importance of dialogue among the government, private sector, and local stakeholders to address challenges in poultry and livestock production. Plenary discussions and orientation sessions emphasized the need for evidence-based strategies to ensure food security and sustainable growth.<\/p>\n<p>Dr. Wilmer Faylon, Regional Livestock Program Coordinator of DA RFO IV-A presented the regional profile and situational briefing on poultry and livestock. Meanwhile, Dr. Flomella Caguicla, President of the Provincial, City, Municipal Veterinarians League of the Philippines, discussed \u201cStrengthening animal health services and veterinary support: Improving the availability and quality of veterinary care and health services for poultry and livestock at the LGU level.\u201d<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-6-1-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-7-1-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-8-scaled.jpg\" alt=\"\" \/><\/p>\n<p>On the second day, Dr. Raul Berro presented the Swine Breeding School 2025 before the participants engaged in participatory workshops and in-depth plenary sessions that were moderated by the PCAF Technical Staff under the PDCD-Council Support and Coordination Section.<\/p>\n<p>Stakeholders exchanged insights on strengthening coordination and developing inclusive policies, laying the groundwork for improved livestock and poultry development programs.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-9-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-10-scaled.jpg\" alt=\"\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pcaf.da.gov.ph\/wp-content\/uploads\/2025\/10\/Photo-11-scaled.jpg\" alt=\"\" \/><\/p>\n<p>Participants visited the model poultry and livestock farms in San Jose, Batangas, to witness successful project implementation. Guided tours and briefings, led by Ms. Cecille Virtucio of the San Jose Workers Multipurpose Cooperative (SJWMPC) and Batangas Egg Producers Cooperative (BEPCO), allowed participants to observe real-world implementation of best practices and interact directly with the project manager and the association leader.<\/p>\n<p>Throughout the dialogue, government and industry representatives underscored the value of a coordinated and science-based approach to boosting the sector\u2019s productivity and resilience.
