The Department of Agriculture (DA), through the 黑料网, reaffirmed its commitment to inclusive and participatory governance in the agriculture and fisheries sector through the successful conduct of the FY 2025 Participatory Performance Review and Planning Workshop for Luzon A, held on September 2\u20134, 2025, in Calasiao, Pangasinan.<\/span><\/p>\n

Serving as the DA\u2019s participatory hub, PCAF continues to drive mechanisms that ensure active stakeholder engagement in policy formulation, implementation, monitoring, and evaluation. The workshop provided a strategic platform for assessing the implementation of PCAF\u2019s regular programs, identifying operational challenges, sharing good practices, and formulating forward-looking strategies to enhance program delivery.<\/span><\/p>\n

In her opening message, PCAF Executive Director Bernadette de los Santos emphasized the importance of collaboration in shaping responsive agricultural policies.<\/span><\/p>\n

\u201cThis event embodies our joint commitment to cultivate stronger partnerships and ensure that programs are shaped not only by data and directives, but also by the voices and aspirations of the people we serve,\u201d she said.<\/span><\/p>\n

Regional and Provincial Agricultural and Fishery Council (RAFC and  PAFC) Chairpersons and Coordinators, RAFC Executive Officers, Regional Budget Officers and Accountants, and PCAF Region-based Coordinators from the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, and Central Luzon participated in the activity. Continuing this year’s PPRW innovation, Provincial and City Agriculturists joined the discussions and shared insights from their work with respective AFCs in implementing DA-funded programs and projects.<\/span><\/p>\n

The sessions also focused on translating the Sagip Saka Act (RA 11321) into concrete local actions through the AFCs\u2019 policy dialogues and planning functions, while participants provided valuable feedback on the draft PCAF Strategic Plan 2026\u20132031 to ensure that it captures grassroots priorities and realities.<\/span><\/p>\n

In the breakout sessions, participants worked in teams to formulate practical recommendations and gender-responsive initiatives centered on integrating the Sagip Saka Act into AFC operations, localizing the PCAF Strategic Plan, and identifying priority actions and gender-sensitive proposals for the agency\u2019s FY 2027 Plan and Budget Proposal.<\/span><\/p>\n

In her closing remarks, PCAF Deputy Executive Director Julieta Opulencia commended the participants for their active engagement and thoughtful insights. She assured them that their inputs will be carefully reviewed and integrated into PCAF\u2019s future programs and policies.<\/span><\/p>\n
